Neither the 1898 Act of foundation, nor Statutes and other legal texts regulating the Order mention any restrictions on nationality of the recipients. Given the challenging political climate at the time, it would not have been unrealistic for the Order to have been awarded to (no more than a handful of) foreign nationals, however these awards – if any – have never been officially published by neither the Official Gazette nor by the Chancery of the Royal Orders. Acović (Op. cit. #4) speculates that the Emperors Franz-Joseph I of Austria and Nicholas II of Russia, as well as the Shah of Persia (presumably Mozaffareddin Shah Qajar, the 5th Qajar King of Persia) might have been among foreign recipients. While the former two are not improbable, the motives for including the latter are not entirely clear.
